New Region Planning Manager

Facebook is seeking an experienced professional to join our North America Infrastructure Construction Management Team and Program Development organization as a New Region Planning Manager for North America. The successful candidate will collaborate closely with Site Selection and SE&D (Strategic Engineering & Design) teams to perform constructability studies for all the future regions in North America. The selected candidate will have experience in Preconstruction for greenfield hyper-scale data centers or similar complex construction projects. The candidate will report to the New Region development manager for NORAM.

Responsibilities

  • Perform detailed constructability analysis for the different sites, including accessibility, logistic plan, off-site improvements needed, geotechnical analysis, local requirements, neighbors, market conditions, labor availability, etc.
  • Create high level schedules, factoring the location, the site conditions, time of the year to Break Ground, labor availability, type of design implemented, etc.
  • Work with the Site Selection team to establish the key milestones needed to meet the construction schedule (Zoning, permits, tax agreements, Power, etc.). Coordinate the hand off of the projects from Site Selection team to the New Region Development manager.
  • Collaboration with the Design team to coordinate the master plan and the building designs with the construction schedule.
  • After completion of all the responsibilities, the new region planning team will hand over the project to the Preconstruction manager execution team, prior to Preconstruction Kick off.
  • Develop relationships with Energy and Site Selection, ICM leads, SE&D,DCD, SP&A and GC teams.
  • Influence Site Selection and SP&A in key decisions related to new regions. Select the most favorable sites to meet the capacity demand of the company.
  • Capacity and workload analysis of the GCs and trade partners in the program to evaluate the most favorable locations and times to build in the different regions.
  • Continuous market analysis in all the States to anticipate potential impacts in the new regions (Big projects outside FB program, shortage in labor or materials, etc.).
  • Help creating the strategy and roadmap to evaluate the sites and keep consistency between all the studies. Present to leadership the recommended sites performing a detailed risk analysis.
  • Travel required: 50% (Domestic).

Minimum Qualifications

  • 12+ years direct professional experience in Commercial Management, Construction Management or equivalent.
  • Bachelor's degree in Construction Management, or equivalent technical degree.
  • Experience in main aspects of Preconstruction: High level Budget Development and Scheduling.
  • Experience with large capital programs, ground-up construction and greenfield site development.
  • Risk Management experience: Identification, assessments, and mitigation strategies.
  • Experience in Preconstruction for greenfield hyper-scale data centers or similar complex construction projects.

Preferred Qualifications

  • Construction Claims Management experience
  • Mission Critical/Data Center experience
  • Experience in P6 or other schedule tools
