Public Policy Manager, Instagram

Gurgaon, India

Instagram seeks an experienced Public Policy Manager for India. In this role, you will be part of the India Public Policy team, and be responsible for identifying and executing Instagram’s public policy goals. You will also be responsible for designing, implementing, and scaling programs that support these goals and help enhance the policy community’s understanding of Instagram, its dedication to safety and privacy, and its impact on culture and the economy. You will work closely with cross-functional partners including our communications, partnerships, marketing, product and creative teams. This person will be extremely comfortable in a matrixed environment, working both with internal teams (Instagram or Facebook) and external organisations. We are looking for candidates with exceptional organisational skills, resilience and the ability to manage multiple fast-moving, and high-priority projects simultaneously. The ideal candidate will be a self-starter who is used to creating impact in a small team and is willing to roll up their sleeves to do anything to get the job done. They should be creative, resourceful, knowledgeable about technology policy issues, analytical, and an excellent writer. They will have both, a passion for Instagram and a strong willingness to understand Instagram’s approach to public policy, its mission and goals. This position is based in Gurgaon.


  • Identify, monitor, and analyse policy issues affecting Instagram in India and identify proactive strategies
  • Articulate Instagram positions on these policy issues in briefing papers, consultation responses and internal & external policy meetings
  • Work in partnership with local Facebook Public Policy team on the strategy for building relationships with policy makers, civil society and academics
  • Work with cross functional teams across Facebook and Instagram, including legal, content policy, product, partnerships, and communications and represent Instagram specific policy positions
  • Represent Instagram in meetings with external stakeholders
  • Communicate Instagram's positions in public fora across the region
  • Lead urgent escalations and enquiries on Instagram policy issues
  • Advise Instagram and Facebook global and subregional teams on public policy matters related to India to guide development of products and policies
  • Protect and enhance the reputation of Instagram, Facebook and their products
  • Manage the creation of communications, educational, and marketing materials to support policy priorities

Minimum Qualifications

  • 12+ years of experience with privacy, data, or technology policy issues
  • Demonstrated experience managing legislation and/or government relations and advocacy work
  • Experience in building connections within local and global teams including cross functional partners through effective communication and collaboration and in delivering results in a goal-oriented environment
  • Experience with complex policy analysis and ability to think creatively on policy issues and related programs
  • Ability to work in a dynamic, fast-paced environment
  • Willingness to travel
  • Passion for Instagram and a deep-understanding of its mission, goals, and community

Preferred Qualifications

  • Professional experience within the technology industry a plus
